After listening to Dr. Anderson's report, I noticed that he spoke on the Black Codes. I want to find out more detail on when those Codes was enforced. I understand the origin, but not the enforcement piece.
Dr. Watkins, can you ask Dr. Anderson when the Black Codes was initiated and enforced and what is his opinion? I studied the Codes in college and I could not believe what I was hearing at that time. This was sickening at best. Thanks.
